You can mix some starch and boric acid powder in half and then pat them on the tear marks. The powder can absorb stains and act as a bleaching agent. In fact, as long as you pay attention to cleaning every day, it can be easily removed.
Another method is to take a tablespoon of boric acid powder and dissolve it in a teacup of boiling water. Stir well. Buy a small container and put the cotton pads in it. Pour the solution onto a cotton pad and slowly pour off the excess solution. Close the box. Then take one of these cotton pads every day to bleach, remove tears, and prevent the build-up of tear streaks. Remember to replace the makeup remover once a week to prevent bacterial growth and infection after a long time.
For the stubborn stains on the cat's face, it can be removed by using a half-mixed powder of starch and boric acid powder as mentioned above; first, make a paste with water.
