Why do many dogs in Germany need tail docking surgery without tails?

A friend went to Germany and came back and asked why many dogs in Germany don't have tails. In fact, they did not have tails, but did a tail docking operation. Some people claim that tail docking can reduce the chance of injury in dogs, but this claim is obviously not supported by the public, and many European countries currently ban the operation.

Why

Since tail docking surgery does not bring much benefit to dogs, why do many dogs still have their tail docked? Generally speaking , Most of the tail docking operations are working dogs, because their tails are redundant for work, but may be unable to continue work due to injuries, so working dogs will be docked shortly after birth. Similarly, ear clipping can be seen. And now many pet dogs have docked tails purely for aesthetic reasons.

In addition, some European countries (not only Germany) will impose a corresponding tax on dogs in the early days, but if it is a working dog, it can be exempted from this tax, so many Dogs have their tails docked to avoid taxes.
